What is the name of your state (only U.S. law)? Utah

I have a co-worker who we recently found out that he was photographed in some college basketball games, and now the pictures are being sold as memorabilia.

Both eBay and the photography website sell the image(s).

To be more specific, the 8x10 photos are signed by Jimmer Fredette, and they have never gotten consent forms from the "fan" (my coworker) who is in the photo.

My coworker is the one holding the sign.

Is this allowed to be sold without the consent of those in the photograph? What can be done?

If that was taken at a stadium of some sort which required a ticket for entry, you can bet dollars to donuts that ticket holders waive any rights they may have vis-a-vis photography there. Read the fine print for the venue - it's probably available online.
