Not if it violates the school's dress code.

btw...Congress is does not involve itself in what kids wear or don't wear at school, so you cannot argue that her first amendment rights are being violated.

There might be some question of whether or not a parent who has their child pierced just above the lip is guilty of child abuse. What is the child supposed to be "expressing?"
