New Hampshire, or any state....

Hello,

Curious to know how the "Law" would see a refusal of
blood alcohol testing without counsel present? If one
were to state that they would not submit to testing
because they do not understand the legal ramifications
of doing so, and insist on first consulting with a lawyer,
would this be seen as not consenting?

Any thoughts would be appreciated.

Yes.
The police officer should be able to tell you the ramifications of non-compliance.
If we use your logic, then a vehicle being chased by the police with flashing lights and sirens blaring could refuse to pullover and stop.
The reason: the driver did not know the legal ramifications of stopping and was simly driving to the office or home of an attorney.
