Since it is already set to expire, I don't think congress will place it high up on the list of tax issues before the election and economic conditions do not seem to favor the tax break for less qualified borrowers afterwards. It might be thrown into a kitchen sink bill of tax extenders after the election I suppose, but only if the make-up of both houses stay similarly. Otherwise the hunger will be for a full reconsideration of the code.
