What is the name of your state? What is the name of your state? Tennessee
I am listed on my mom's POA. My oldest child is "borrowing" large sums of money from her and not paying back. Is this grounds for declaring my mom incompetent to handle her financial affairs? If so, what is my next step?

I would call adult protective services and report this anyway. What your daughter is doing is wrong.
The poster did not state ANYTHING to indicate a call to adult protective services is warranted, violas. Though things are not "morally" correct, one MUST differentiate between what is legal and what is "not right."

This poster did not state anything that is legally wrong. Until such information is provided to indicate that legal intervention is warranted, this grandmother can do as she pleases with her own money.
