Traveling north on I94, I was stopped by the Racine County Sheriff's Department in Wisconsin and issued a speeding ticket for 82 in a 65. The ticket amount was for 199.70. I am licensed to drive in Pennsylvania. Two questions.

Question 1, as a citizen of PA am I responsible to pay all Wisconsin Fines and surcharges associated with the 199.70 ticket or, as I am not a Wisconsin resident and am not eligible for the benefits associated with the surcharges, am I only responsible for the fine itself?

Question 2, Assuming I pay the fine, will that be the end of the matter or will Wisconsin report the citation to Pennsylvania and if so, will I accrue points as a result on my driving record?

yes you are responsible for paying all the fines even though you are licensed in another state, if you did not pay the ticket off you will eventually have problems with your license,
when you do pay the ticket off it will probably be reported back to your home state and points will be assesed, but calling up your state's drivers license dept would help you answer what the ticket would do in your situation
