My response:
Only with regard to the officer not giving you your ticket, I would suggest that you go to the Police Station and talk to the Desk Sergeant. Tell him the date, time, and place where you were stopped, and they will then be able to identify the officer assigned to that "beat". They will get you your copy. Ask the Sergeant for the law that allows you to view the Radar data at the time of being stopped.
