What is the name of your state (only U.S. law)? NY

My adult children and myself had been seeing a dentist and no longer will be seeing the doctor so the office staff sent out my personal records as well as my adult children's to their father. These where complete records mine dated back to 1982. Is this a Hipaa Violation?

Possibly.

But even if it is, you cannot sue for monetary damages anyway (unless you can actually prove same - which is highly unlikely).
