What is the name of your state (only U.S. law)?
California

If a General Power of Attorney is recorded and states specifically:

"Litigation: To institute, maintain, defend, compromise, arbitrate or otherwise dispose of, any and all actions, suits, attachments or other legal proceedings for or against me."

Does this allow proper "service of process" for civil action to be served to the person (which holds the PoA) that is standing in the position of the litigant?

The original person is in federal prison and signed/recorded the PoA to another person - may I bring this "other" person to court to stand "in" for the original litigant?
