Power of Attorney taking advantage of situation

I am concerned with the laws concerning power of attorney in NJ. Recently one of my old next door neighbors became very ill and unable to make important decisions in her life. She had nobody in her family other than a niece that lives out of state. My mother convinced this woman to make her power of attorney. Keep in mind that my mother has severally bad creditSince then my mother has went crazy with this womans money. She moved my younger brother into this womans house supposedly to take care of her. She also convinced her to give this womans car to him. She purchased a $20,000 car and paid for it in cash outside of $5000 which she put on a credit card. All of the sudden she has several credit cards one being a discover card in the womans deceased husbands name. Now I overheard her saying that she plans on putting this woman in a senior citizens home and selling her house. Nobody has any way of contacting this womans niece to inform her of the situation but my mother is driving this woman into severe debt. Does anyone have any suggestions for me and the rest of my family? What my mother is doing is a disgrace.

What are the woman's illnesses?

Can't someone ask her the name of the niece and what city/state she lives in and even if she knows the niece's address?

Does mother know that she must provide an accounting for this money or she will face legal charges of abuse of power of attorney from the surviving heirs?

Make an anonymous phone call to the police or talk to a family law attorney to figure out what your next step should be.

Has this lady prepared her last will and testament?

As far as I know my mother convinced this woman to give her everything once she passes. As for her niece, the woman has alzheimers, if anyone was able to be around her without my mother I really doubt if she can give us any info on how to contact her. I know her first name and that she lives in PA, that's about it. She comes down once in a blue and my mother and her tend to bump heads but my mom makes sure she isnt left alone to talk to the elderly woman in private. Right now I have no clue whether or not my mother will be held responsible for this, which I strongly believe she should, or not. I have no clue of where to turn for help in this type of situation.
