What is the name of your state?NY

I am a starting a non-union company and heard 2 variations as it related to paying prevailing wages & benefits. The salary portion is straight forward - my question is with benefits. One person told me that we need to match dollar for dollar the benefits stated in prevailing wage book. Another person told me that we just need to have equivalent benefits - such as full medical and pension. Which is correct?????
