Our new bus system automatically counts the money put into the fare box. If you put in the amount of a reduced fare, or use a reduced fare pass (with magnetic strip) a recorded voice shouts out "PLEASE SHOW ID!!!!"

Prior to this, people just assumed they needed to show their ID if they were using the lower cash fare and had it ready. People already need to show ID when they purchase the pass.

Is this a violation of one's right to privacy as it announces to everyone that the passenger has a disability?

No, it is not specific to a disability. This is for the purposes of the reduced fair. Show your ID and be done with it.

Are disabilities the only reason your unnamed jurisdiction gives discounts for bus fares? Do students get discounts? How about senior citizens?

I think I agree with where Stevef is going. If ONLY the disabled gets the reduced fair and the requirement to show ID, there could be some discrimination issue. But, if students, the elderly or monthly pass purchasers have to show ID, there is no problem.

I was assuming there were other reasons for reduced fairs. I know better than to assume:(
