Problem with a collection agency

My wife and I will be filing chapter 7 soon.

In the meantime, when I receive a letter from a collection agency I send them a request for validation along with a cease and desist request. I send the letters certified with return receipt. One of the collection agencies has refused to accept the letter. I have sent them two letters and they both were returned as refused. How should I handle this situation?

Well, do it one more time and and put this caption
on the outside " payment enclosed." I am sure they will accept that.
If that dont work, file a complaint with the Federal Trade Commision.
If the company is your home state, then try your Attorney General.
In any case, hold on to your evidence for your complaint.
