Problem with inside phoneline wiring

We are currently house rentors. When we moved in, phone lines and jacks were in place. We established phone service and did not require additional phone line service or repair. We used what was there for our phones. All worked fine for the past 2 years, but yesterday, we lost service - no dial tone on our 2 phones. Checked both to make sure nothing was wrong with them. Called phone company to schedule a home visit and was told there will be a charge if the problem is determined to be an inside phone line problem. This will occur tomorrow. Called our realitor that we rent from to question who is responsible. The phone company told us usually it is the property owners responsibllity, the realitor who handles our rental told us it is ours. Who is right? We were not able to trace the problem ourselves since there is no network box on the outside of the house. The phone line was already in the house when we moved in and we did not alter it. Please help

when this happened to me.
I had line issues, and I was told that it was the our responsibility.
What we did was call the phone company and sign up for insurance, it was like $4.00/ month. Check to make sure that you can cancel at any time once you sign up! After you sign up, call the phone company to come and fix the problem. You then spent $4.00 rather than what you would have spent out of pocket. Then cancel the insurance a week after the repair
It is the easiest way around it all. :D

Ask your phone co if they will switch the hard connection to a network interface device with no cost to you . ( it provides a modular connection that can be unplugged in order to disconect the house phone lines from the phone co line and then you can plug in a modular phone to see if the trouble is the the outside phone wire or the inside . If it is the inside wire YOUR LL should assume responsibility for repair .Back when MA bell was split up in I think 81 or was it 82 the local phone cos all stopped accepting responsibility for inside wiring over a period of time . The inside phone wiring that is there now is part of the mechanical components of the house . If it appeared there was no phone wiring at all then your LL would not be responsible for repairing what didnt exsist . but since it is there its part of the house . TRY again to get the LL to accept responsibility for the repair by sending the LL a certified letter . If the LL wont do any thing plan on considering doing a second demand letter asking for reimbursement and if that one is ignored then consider wether you want to take the LL to small claims court and let the court decide if they agree with you . Most of the time phone lines DONT fail in a home unless they are damaged . said to say If your phone wires are easy to get to in a basement OR stapled to the outside of the house including the cost of the extra long drill bit to make new holes it would not cost more than 30.00 to 40.00 to replace all the phone wires. and the modular outlets . PS I have been a avid telepone collector since I was a teen . over the years I had replaced MOST all the wiring in the rental units I owned and other units I maintained for others .as well as places that I lived in . It is one of the easiest things often to repair .
