Illinois. We have neighbors ( daughter and father with 2 small children) that rent the house across the street from us. The daughter got divorced but the husband is now back living in the house. There has been ongoing issues with these people. Some examples, a few years ago they had a 4th of July party and lit fireworks at the end of our driveway, putting a sulfur burn on 1 of our cars. They are always having parties and the whole group will be on the front porch. It is escalating rapidly. There are transient people moving in and out all the time. Now the daughter has her new boyfriend living there with her father and ex-husband. The lastest event was last night. The boyfriend, cousin ( who is in college) and 2 other children ( teenagers) decided to play baseball-with an actual baseball. The batter lined up directly across from our vehicles (2016 equinox & 2017 2500 Chevy pickup truck). One of the boys threw the pitch and it hit our garage and vehicles. We have called the police numerous times These people butt right up to the line but don't cross it to get arrested. Can we hold the landlord responsible for this as a nusance? What legally can we do to stop the baiting?

Yes. File a civil suit against the LL.

Keep calling the police when those residents or guest of theirs damage your property and sooner or later the police will take more action because they will be tired of the whole thing. As to the landlord other than sending him a certified letter telling him what has gone on there and that you have called the police. Not much else you can do unless you can buy it your self when it comes on the market so you can not only get them out but replace them with tenants more to your own choosing ( if a party animal tenant came to see it and apply for it there are tenants who aren't interested in living that close to their landlord since they wont be as easily able to lie about things) Or hope that when the motherships come in for landings that they are all gone from home when the ship crushes the house!
