Programmer Contract issue

What is the name of your state (only U.S. law)? Florida

Our business signed a contract in February 2013 to have a custom computer program built for our business. Contract states 4-5 weeks for completion with no payment due until program installed and 100% working. Well it is now 10/29/2015 and the program is still not 100% complete about 80% of the program is working but 20% still under construction. There have been many arguments and disputes since program project started because of delays and lost business on our end. We cannot seek new work contracts because our company still has no working program to present reports and details about what are companies numbers are and what we can do. Programmer does not understand this and our need for a fast finalization for the custom program. He considers the program complete and wants to get paid full amount even though program is not 100% complete as contact states.
My wife and I came to the office this weekend to do some catchup work...only to find the program is locked. Popup states "your trial has expired". We can no longer access our data with patients names, social security info and medical records. We have 6 employees unable to work. We have already had to cancel several appointments because of this. We are losing money with all the cancellations.
The programmer somehow connected to our server over the weekend to do this. How? He was connecting with "TeamViewer" with our permission and password we had to give him everytime he wanted to connect but we havent given him a PW in over a week, so how would he get in?..
What are our options and how should we proceed legally? He does not respond to our attemts of contact with him.

Have your attorney send a letter.
Alternatively, you may wish to send him some money...sure, it's "ransom", but it gives you the opportunity to access the information you need. You can then take further action, as necessary.
