property manager required?

What is the name of your state? CA

Is there a law that speaks to the requirement of a property manager/ management company for residential housing (not resident hotels) with 16 or more units?

I remember there used to be an administrative code section a long time ago. If anyone can point me to the pertinent law, I would really appreciate it.

By law, a 16 unit apartment building in California should have a manager.

Thank you for your reply. Can you please point me to the law? For the life of me, I can't seem to find it. I know it used to be AD 17909.
