What is the name of your state (only U.S. law)? North Carolina

Is there any recourse for improper transmission of personal information to employees that shouldn't see it (outside of direct report and HR)? Lets say an e-mail was sent to a group of people that contained personal information of fellow employees - is there any law that protects an employee from the dissemination and propagation of personal information?

Depends on the content of the information. Without saying what it is, there is no way to answer your question.
