my company has been dedcuting lost money from bad checks etc due to customers for last 2 years i never gave written permission. talked to boss he won't give in on policy? what can i do?

Contact Ohio's Deparment of Labor. It's quite possible that what the boss is doing is prohibited. If the DOL tells you that it is, then file a complaint.
