I purchased a car 3 weeks ago from an independent car sales man this is who he represented himself to be. He advertises saying he will fix and service his cars that he sells. The car broke down less than 24 hours later. Well it started overheating. I promptly contacted him. He said that he will look it over and fix it. He said it was a leak and supposedly fixed it. A day later it started overheating and leaking brown antifreeze. He said that he needs to flush the system. To take it to one of his mechanics that he works with. They said that it was a blown head gasket. He stated. That he would. Fix it. I requested a refund. He stated it would be partial. I questioned. Him as what wouldva partial refund amount would be. He never gave me an amount. He offered to switch the car for another one. He keeps telling me to meet hum and never shows up. He had my car and said it was fixed. I had to threaten to call the cops to report it stolen because the shop said he had the car and he said it was at the shop. He said he would bring me the car because it is now fixed and will get me a receipt showing the repairs. He had some strange woman drop this car off and said he would get me the receipts the next day. The car overheated again and i never got the receipts. He had me drop the car off again because he had another car for me to look at. Well that car was not inspected no stickers on it at all. No gas in the car for me to test drive. He stated e would. Have it ready by friday evening. He then stated he had no time but everything will be corrected by saturday. He doesnt respond to my calls or text messages. So i showed up at the shop. He said to come back 2 hours later. I did and he ran when he saw me coming. He then blocked me from his social media business page and wrote a long post about dont show up at his shop. Someone sent me a screenshot. Now he has the car i purchased. From him and my only set of keys. He has my money. He claims he works for a dealer whom he wont specify. The title transfer paper has a dealers name but no address or phone. What can i do legally about this situation. He is trying to now say that the car is as is but he will fix it or give me a refund. I have missed days from work because he is telling me to meet him and then not showing up. I text him a lot because he doesnt answer his phone. I have all interactions via text message. He now claims i will have my partial refund on monday but wont give an amount. Please advise.

Wow! This sounds like something you would hear on the six o clock news..
That's my advice really. Call your local news and see if they have a consumer advocate that will help you. The "sales man" might sing a different tune when interviewed with lights and cameras a blazing. Who knows? It might work.

Contact your state Auto Dealer licensing agency and file a complaint with the Atty. General. You might need to sue them. Please provide your state.

Sorry my state is Pennsylvania. He is now saying he is deducting $800 from purchase price because he technically delivered a car to me. I have only had this car in my possession maybe. 5 days since feb 4. Its been siting somewhere at his "shop" that always seems to be somewhere different.

It appears he delivered the car in violation of the dealers responsibility to provide clear title at inspection. IE it was not complete.
