What is the name of your state? California

Hello.

For whom can I legally purchase health insurance for? Can I buy health insurance for my neighbor Joe without his consent?

What about a non-dependent relative? I want to buy health insurance for him but he doesn't want it, is it illegal for me to use his name to purchase health insurance for him?

I searched online a bit, and I am not sure if health insurance is the same as life insurance where I must have insurable interest.

thanks for your time and answer,

Simple answer... you cannot purchase insurance for someone else... with you as the beneficiary.

I would ask an agent...but why would anyone not want it?

He will have to participate in the enrollment process.

I am not aware of any law that prohibits you from buying insurance for someone else, but there is no possible way for you to buy it without their knowledge or consent, and the individual carrier may not agree to sell it without their agreement.

Bottom line, there is no way for you to force them to have the insurance if they do not want it, for whatever reason, unless this is your employer sponsored group plan and the relative is either your spouse or your qualifying child.

If you're talking individual health ins., you cannot buy it w/o their consent. They would have to sign the application & take a medical exam & other tests if required, etc. (cbg gave you info re employer sponsored group health ins.)
