My childs father signed the birth certificate and already has paternity established through the court. We are now doing a step parent adoption and it says to petition for a putative father registry, since we already know he is the father do a still need to do that step?
he is voluntarily signing for the step parent adoption and already had paternity established.

No. The Putative Father registry is a means of preventing an adoption from happening without the putative father (that means the guy has NOT established paternity) being notified. In your case, paternity has already been established so there's no need for the father to register anywhere.

It appears that you need an adoption attorney to help you do this properly. I suggest you have at least an initial consultation with one asap.
