Question about terminating parental rights

All parties reside in CA. The biological mother of my 7 year old stepdaughter wants to give up her 50% legal rights to my husband to stop visitation and support. My husband has 100% physical custody of my sd and has since birth. Is this the same thing as terminating her parental rights? It states as a stipulation in the paperwork that biomom wants contact with petitoner father if we move, and bi-annual pictures sent to her. Can we petition to adopt my sd on the grounds of abandonment if biomom doesn't have any contact with the child, just the father if we move and send pictures?

Can we petition for adoption anyway, regardless of contact or not after this paperwork is filed?
