I don't appreciate the comments. I've done my best to help you as best I can. If I can't determine by osmosis what is the best way for you to ask your question of people I don't know, that's not my fault, nor is it my responsibility. You know these people; what do YOU think is the best way to ask them?
I don't care to answer any further questions if that's going to be the response when I can't perform magic.

yes, cbg, you have been a big help to me, and I have greatly appreciated all your good insight and advice. I wasn't directing my comments specifically to you, as I know there are several HR people who look at the threads (or so I thought).
Obviously you ( or anyone else on this website) don't know my HR people. But, I had some CRAZY idea that asking OTHER HR people how to effectively ask this question was logical
No one is asking anyone to do magic. If I knew the best way to ask the question, I would not have asked the experts in this forum.
For some reason, I now have even less faith in the whole HR-biz thing...
I'm sure I'll figure something out

and I'll refrain from asking for advice from now on..
