Question on Traffic Accident

I live in Ohio. A friend was recently in an accident on I71. Person entering interstate from ramp failed to yield which caused car #1 to slam on his brakes. Car #2 then hit car #1, car #3 his car #2, car #4 (my friend) then hit car #3. My friend was the last car in this pileup. He was cited as being the cause of the accident. My question is: is it always the fault of the person who hits the last car in the rear?

My response:

Of course there are scenarios where the last car in an accident is not the "efficient proximate cause" of an accident. However, since you, nor I, was a witness to your friend's accident, I couldn't possibly tell you, or even opine, whether or not your friend was a cause of the accident.

I think you missed my question. I wasn't asking if my friend was at fault or not, I was asking if the last car involved was always at fault. Is there a law in OHio about the rear-ending the car in front that results in the last car always being at fault. Sorry I didn't make myself clear initially.
