the payee was married but the state of Kansas "annuled the union"

K.S.A. 60-1602. Grounds for annulment.

(b) The district court may grant a decree of annulment of any marriage if the contract of marriage was induced by mistake of fact, lack of knowledge of a material fact or any other reason justifying recission of a contract of marriage.

the payee is therefore still thought of as though the wedding never took place,
so must my brother continue paying her.

my brother - lives in the state of MO. where the divorce was granted and spousal support
awarded to his ex-wife.
Does he have anyway of discontinuing spousal support?

Yes there is a court order stating that. She is not dead, he is not dead and she has not remarried correct?

He can motion for a modification but unless there has been a substantial change in circumstance an annulment will not do it.

He can think whatever he wants. The court order controls.
