questionable professional judgement

What is the name of your state (only U.S. law)? California

My child is enrolled in a public school .
Recently, we found out that one of her teachers is a victim of a student to teacher violent crime on that campus .
She took a leave of approx 6 months and apparantly her union will not assist her in transferring out of the school so she is stuck until her retirement in two years.

She has broken several school policys in only 8 weeks yet the principal shrugs it off. We first thought she just generally had a screw loose but with this new information I am concerned that her off the wall behavior , showing kids an inappropriate film for subject matter content, is a psychological and emotional wreck
Do we have any recourse to have this teacher further evaluated or should the administrator informed parents of the status of this teacher in the first place ?

I'm not sure what you mean by the bolded. If you mean, should the admin have informed parents that the teacher was a victim of a violent crime, then no.

If you are unhappy with the teacher's actions, then your recourse is to inform the admin, the superintendent, and then the board of your concerns. (BTW, in that order until you are satisfied.)

However, your concerns ought to be significant, and you would do well to avoid speculating on the reasons for her acts. That is really none of your business, nor is it something of which you can be sure... unless, she herself told you. Frankly, I find all this gossip about the teacher distasteful.

I would approach the teacher first, not accusingly, but more of, "I heard some things, and I just wanted to check in with you to make sure everything was OK."

I'm not sure what questionable movie you are talking about. What does this teacher teach?
