what happens if the other parent is going to be gone for 18 months. How do they re-introduce visitation ?

what is the reason for the absence?
what level of other contact will there be during the absence?

If you and the other parent were together and the other parent was deployed by the military for 18 months....would a phasing period be necessary?

will be 3 - hasn't seen her in 6 months already
drug rehab
none - unless she writes; so far she has not

I would try to keep contact, pictures, phone, internet. Not sure about the phasing period.

In a case like yours, there is no set formula...

Much will depend on what kind of progress she makes.

I would just like to say that there's a rather large difference between a parent being deployed for 18 months and returning to an intact family, and an NCP having no contact for 18 months (given the age of this child) and returning for visitation.

The deployed parent returning is returning to a household and a family that the child is familiar with, the child isn't being 'sent off' to an unfamiliar place with an unfamiliar person for an extended period of time.
