What is the name of your state ? Delaware

In the minutes for a Condo Assn., should the voting on motions by council members be recorded ?
For example:
Motion passes 5-0 OR 4-1 with notation of whom placed the
one dissenting vote.

I would think this would be a requirement but want clarification as
the minutes for my Condo Assn. are just stating motion passes or motion denied WITHOUT
any record of how the council members voted.

As always, any help is much appreciated. :)
