Red light ticket sent out of state

So I got a red light ticket that was sent out of state and since I didnt know to pay it my license got suspended so I got pulled over and got another ticket for driving on a suspended thats how I found out I had a red light ticket and a suspended license. At the time I was unemployed so I had to park my vehicle permanently I I kept getting tow threats from the county and had to move my vehicle I couldn't afford to pay the tickets so obviously I couldn't pay for a towing company then risk it getting impounded and lose my vehicle this happened in 3 different locations. I was moving my vehicle to my current address and got pulled over and got another ticket. I can provide proof with dates of the towing threats. Now Im wondering if I cant get the fees dropped on red light ticket and just pay basic fine? Also if the other two could have a chance of being dismissed. I got the tickets in my current state but the red light one was sent to another state.

Over what period of time did all of this occur? In what state was the red light ticket? If in Florida, why was it sent to another state?

Red light ticket was 9/2016
Ticket for suspended 6/2017
Second one 9/2017

It was sent to my ex (divorced) in Nevada. I have no clue how or why.

You ignored the red light ticket and you knowlingly operated the vehicle while suspended. Why would you think you can get any reduction of fees?

Nothing was ignored. Red light ticket didnt know about for 9 months. There for the DWSLR should have been a warning. There were also motions to extend the first 2 tickets and I also have letters from the landlord and even the neighborhood president about them towing my vehicle with the same date as my 3rd ticket the motions were extended for the same reason a judge would understand why it was on the road. So now what was ignored?

What was the address on your license?

Both addresses are correct were any tickets should have been sent. DMV said there was a request change of address to Navada where my ex lives that I did not put in.
