What is the name of your state? MS

If a custodial parent has full custody and the father has supervised visitation and he has never made any attempt to excersise his right to any visitation ? In fact he hasnt made any contact or even paid any of the court ordered child support . Its been almost a year sense the divorce and over a year sense father left . Hasnt seen kids sense he left by his own choice. Can the custodial parent relocate with out going through the court ? I guess i need to add that father has already left the state. The court has made many attempts to contact him when the custody and divorce papers were filed and he would not respond. First let me say no the relocation isnt to get further away actually we will be closer.Father has never been denied visitation he just apparently has not wanted it. Supervised visitation was due to the fact he has a very bad drinking problem and had made threats to leave the state with kids if he got a chance. When the divorce was final we asked about relocation if at any time and the lawyer said yeah you can move where you want he has no rights to say one way or the other . We just wondered if this was true. Just a simple yes or no or a redirect to a site where i can get the info will be sufficent ....
