texas,
my daughter and son-in-law was renting out their home. the renter put a pan of grease on the stove to heat and fell asleep. the house caught on fire and burned down. are my daughter and son-in-law financially responsible for the loss of all the renters personal items, furniture, etc. the renter is the one responsible for burning the house down.

You should post on the real estate boards ... however, quick answer is that it is the renters responsibility to provide their own 'content' insurance. They could have purchase a policy for as little as $10/mnt.
