restraining order

What is the name of your state? NY
A friend of mine was arrested and a restraining order was issued (Harressment), his lawyer attempted to explain that both parties work in same place(Quarries) delivering in same area(driving trucks) Deal with it said the judge. Within 2 days of this order,plaintiff went to police filed complaint stating he passed him on rd and was talking on CB radio. He was arrested again different court, with return date, original court return he requested trial, date to be set, when leaving court it was stated to his lawyer this will happen again wait and see, and again it did 3 days later, this time for coming out of a deli and the plaintiff was passing him on the road and he stated he made gesture towards him. I should add that it takes this person at least 5 days or so to file the complaint with the police after the fact and it seems to the same officer each time that takes it. Is it true we have been told it makes no difference to police they don't have to investigate if there is a R/O they have to arrest even if he was out of the country you prove it in court What dan he do to stop all these arrests?What is the name of your state?
