Retirement check garnished for the 2nd time!

When I was divorced 7 years ago, the judge, against my wishes, and even over my VERY loud protests, awarded the house and new car to my ex-wife. Which she promptly allowed to be reposessed (car) and foreclosed (house) upon in less than 6 months. 2 Years ago, my military retirement check was garnished for 4,000- because the car was also in my name and they said the divorce decree was irrelevant- I signed for the car also. NOW, my retirement check has again been garnished, this time for 7,000- the amount the VA lost when the house was resold. My ex refuses to get a job, and relies on welfare, churches and the Salvation Army to pay her bills. Is there anything I can do? If I'm responsible, isn't she also at least HALF responsible? I took ALL of the credit card debts, and other accounts at the time of the divorce, she had the house and car. That was it. It has taken me seven years to pay off all of these other debts, and now I'm responsible for the only two she had?
Someone tell me what I can do! At least she should be responsible for 1/2...
