Return of Security Deposit

What is the name of your state (only U.S. law)? NJ

Regarding the return of a Security Deposit in NJ, the State says this...

Within 30 days after the termination of the tenant's lease or licensee's agreement, the owner
or lessee shall return by personal delivery, registered or certified mail the sum so deposited plus
the tenant's portion of the interest or earnings accumulated thereon, less any charges expended in
accordance with the terms of a contract, lease, or agreement, to the tenant or licensee, or, in the
case of a lease terminated pursuant to P.L.1971, c.318 (C.46:8-9.1), the executor or administrator
of the estate of the tenant or licensee or the surviving spouse of the tenant or licensee so
terminating the lease.

My question is...

If returning a Security Deposit via certified mail, does it need to be in the hands of the tenant by day 30 or postmarked by day 30?

Tom if you placed into certified mail a letter to a tenant /notice / deposit disposition on the last day so say the item must be sent with in 30 days and its post marked & You do have a receipt from the post office in a safe place I imagine , so if the tenant or the person you sent the certified mail to took their sweet time picking up the mail Id lay odds they would have a very hard time convincing a court that you did not follow the law when your postal receipt would show when you put the letter in since when a tenant picks up mail (if they aren't home to sign is out of your control ( local mail normally only takes one day and at the worst maybe two and I cant see the courts refusing to allow that delivery time )
