What is the name of your state (only U.S. law)? Florida
I have seen many websites selling "celebrity inspired jewelry". They not only use the name of the celebrity, but photos as well. One site has posted a disclaimer which states, "The celebrities pictured on .com do not sponsor or endorse the products sold on .com and are not associated or affiliated with .com. .com's use of the celebrities pictured are for informational purposes only, in order to demonstrate the similarity of .com's products with those worn by celebrities." Does this get them out of the Right of Publicity law? If not, there are a lot of these out there for many different products, and they are not being shut down. I need to know, as I had hoped to start a business which would be similar, until I began researching the legal aspects.

No, they're risking lawsuit from those who's likenesses they are exploiting.
The disclaimer means squat.
