Safe to go on Honeymoon Cruise to U.S. Virgin Islands?

I am a U.S. Citizen, recently married a German citizen. Although his passport is valid, his I-94 has expired. We have recently filed for I-30 and are taking all appropriate steps.
My question is, Is there a risk,if any, going on our honeymoon cruise to the U.S. Virgin Islands and our paperwork has not gone through by departure.We depart from Florida and return same. Clearly,we will both have our passports, marriage certificate etc.along with us.
If the I-94 has not gone through prior to our leaving are we at risk for immigration problems as his I-94 is currently expired, again his passport is valid. Although we will not be leaving U.S. Jurisdiction, I understand that all non u.s. citizens will be subjected to an immigration check.

All it takes is one curious immigration person to check your papers and your German friend is history. Do NOT leave mainland USA until they have their advance parole.
