What is the name of your state? Texas

Is it common for an employee in a service industry to receive one hourly pay rate when his time is being billed to a client and a considerably lower rate when his time is not? When I was hired, no one told me about the lower rate.

I don't know if it's common but it's not illegal, as long as you were advised of the arrangement before you started working any hours at the lesser wage.
