What is the name of your state?NY

I attend a community college and each semester my loans are coming in later and later.
I am supposed to be getting a loan for this semester, but it has not come yet. I have a dispersal of fall only because I will be graduating this semester. They released one part early for my because of my WC case situation. Now the other part they are holding onto...I assumed that the money would be released when everyone elses was (they send a letter saying the 6th wk into the semester). It did not come...
Then I emailed them asking when it will be released and they replied that they come next week (10/22/04).
I called today because I couldn't see online where it was scheduled to be released and they are NOW saying that they are not releasing it until 10/30/04 and there is nothing they can do to change it...they say it is because of the fed gov.
I called my loan servicer (William D. Ford Loan) and they said to me that the money is there until MCC takes it, and they do not follow up with how long it takes MCC to release it. The thing is, MCC has not even taken that money yet from the servicers.
Is there a time frame for anyone to go by here? Are they allowed to just send the money whenever they want?
My attendence was verified since 09/20/04. My promissory note already signed from years ago, and all other info in before the semester even begun.
