Screenplay Changes/Producer's Claims

What is the name of your state? I am in Florida, the other party is in California.

After sending out my script to interested parties, a Producer contacted me. We went through several phone conversations of her offering script changes, some of which I made, none of which involved character or significant story change. During this time she never asked me to sign anything or offered any money. Later she called it an "If Come" deal.

A second Producer came along and offered an option and money immediately. He even doubled the option amount.

I chose the Producer offering money and an option. I then told the producer offering no money that I wasn't going with her. Her response was:

"Unfortunately you can't use the work we've done together on the script as I would have a claim on that work. You can only use the original draft you
sent me and changes can't reflect the changes I suggested. I doubt you'll want to talk to me again or see me either."

My question is, can she actually make any claim on my script? She never sent me any notes, it was all phone conversation, and her changes were basically minor, the biggest change was making the script shorter by cutting some things out.

The script is going to be rewritten again and again I'm sure with the producer I've chosen. Is she simply trying to be spiteful and scare me or does she really have some kind of claim?
