Can you sell tickets above face value if you add in something else of value?

In other words, can you legally sell a sporting event ticket with a face of $75 for $150 along with a coupon worth $75 or merchandise worth $75 making the total value $150?

I don't understand how ticket master and stub hub are always selling tickets above face value, but the average person cannot do that.

They have licensing agreements with the events/teams that offer the tickets. Sometimes it's not legal in certain jurisdictions and in some instances it's a violation of the ticket contract from the provider (usually with season ticket holders) that can result in the revocation of the contract of the original ticket purchaser.

And yes, IMO it's legalized extortion as most of the scalp, er, resellers crowd out normal buyers through less than legal or ethical means.
