What is the name of your state (only U.S. law)? NJ

I am a disabled senior. I experienced an on-going infestation-siege of my home & property by rats from a drain sewer (across from my house), intermittently, for 7 mths. I called the town Board of Health at the onset & contracted an exterminator. The BOH did nothing to stop the source & so the damage & infestation continued: causing thousands of dollars of damage to my home & property. The BOH, in fact, closed out the case 1/10, while on-going & did nothing other than to require proof of extermination-treatment (which I provided). I then went to the Board of Health Open Meeting. During the meeting: BOH Dir/RN: instructed me that if I complained again; I would be issued "a summons for harbouring rats & not putting down poisons".
4 days later, I rec'd 2 summons (illegible) for "harbouring rats". Now I have to go to court 6/24/10. This is outrageous: I am the victim of town drain sewer rat infestation & I am now being bullied threatened & harassed (to shut me up) by the BOH, for reporting rats/health issues/etc at the meeting & asking for BOH's help. Can I be forced to "put down poisons" & keep quiet about the rat situation? Please help; this is so nutty I can't believe it & it is making me sick.

Call an exterminator. Rats don't infest places unless there are 2 things, food and shelter. If they like your place, it is because of this. A well maintained house and property does not have these available for rats.

Exterminator comes regularly

Thx, but I hired an exterminator when the problem began months ago; he comes regularly to rebait the traps, etc. All food & shelter & home entries have been blocked, asap. I do not want to use rodenticides (EPA has imposed new regulations on pesticides due to toxicity): the rats die in the walls & attract more vermin & insects & create stench. Can I be forced by the Board of Health to use toxic pesticides in my home which may aggravate the problem:confused:
