Sexual harassment by neighbor

We live in a condominium complex in Southern California where some units are rented out by owners. One renter's behavior has been particularly vulgar and disruptive to others, his vulgarity aimed namely at women. He's offended at least two other women in the building and one next door with his vulgar, sexual comments.

I'm aware of the rules that affect the work place, but do any remedies exist against sexual harassment by neighbors? What would be the best course to take in this matter to have it stopped?

Advice is appreciated.What is the name of your state (only U.S. law)?

This falls under free speech, you do not have any special protections against being non-violently harassed in your building or on the street. You can complain to the offending person's landlord, but other then that, ignoring is the way to go. If you actually feel threatened by this person, you can call the police, but if it's just making rude comments, really, don't give him the satisfaction of paying any attention to him.
