Should I file a report? (Small hit and run)

I was driving behind a woman on a bike, going about 15 in a 25. The car behind me didn't realize she was there so he started riding my bumper. He then laid on his horn at which point me and the woman on the bike both came to a stop. He continued laying on the horn as I sat motionless for about 20 seconds. He then intentionally bumped my car.

I got out of the car and went to his window. I didn't do anything threatening. He then backs up and starts trying to push me out of his way with the car. He made slight contact with my legs about 5 times before the woman on the bike, who was now filming said "he's crazy just let him go", which I did. Stupidly I did not get the woman's contact info or her video. All I have is his license plate number.

Additionally, some lady who was way down the road came up and tried to claim that I had caused it by remaining stopped. This is where my hesitancy in filing a report comes from, though it wasn't possible from her angle to tell if he hit me or not. That woman and the other driver did not exchange information either.
My car wasn't damaged and I wasn't injured so I don't really have anything to gain by this.

Also, I was the victim of a nearly identical incident only a few months ago. I was rear ended in a hit and run, that driver was arrested. But I worry about potentially getting myself in trouble by reporting this since it's happened twice in less than a year.

You had a duty to stop after he hit you no matter how inconsequential. I would not give any traction to anybody who said you shouldn't have "remained stopped."

The question is what do you want to happen? You appear to have no personal damages. So if it's worth it to you to spend some time in multiple court appearances, etc... just to punish the other driver, by all means report it. If not, let it go.

Re-read the original post. He stopped BEFORE the guy bumped him, as a result of the guy laying on his horn, and the guy bumped him on purpose.

OP, was the woman riding her bike in the middle of the street so that you could not pass her?

Yes I was stopped before the first contact.

Yes she was in the middle of the street. It was a construction area with orange cones lining the center stripe of the road which made it impossible to veer around her.

I would normally just let it go, I even said "can you just apologize do i don't have to call the police?" And then he started trying to get away and bumping me.

Again I don't have any financial incentive to pursue this. It's obviously not my call but I do think he should be in some sort of trouble. Again I don't want to put myself at risk at all just to try to right some wrong

No harm, no foul, why let this guy put you thru more aggravation?

I tend to agree with you, but I can see the other side of the coin here too...
According to the OP, s/he was the victim of assault with a deadly weapon. Doesn't one of a societal responsibility to, at the very least, notify the police about this?

The OP got out of his car and approached the fool honking, Maybe he was trying to get away from a bad situation.
The Op refused to move out of the way blocking his exit, who was the aggressor?

After an auto accident, one is required to stop and exchange information. Furthermore, if the act was intentional, then the OP was the victim of a crime both before he got out of his car and after. The aggressor was the fool who was honking. With that said, the other fool was the guy who approached the aggressor who had already proved himself willing to use his car as a weapon.

Thanks to everyone responded, and yes I know it was dumb of me to let him nudge me repeatedly. I'm leaning towards filing the report today. So my main question would be if anything I did could get me into any legal trouble?

Just playing the devil's avocet, The fool could try to swing it in that direction.
This has the possibility to get messy and costly, I did stay with No Harm No foul
