What is the name of your state (only U.S. law)? UTAH:

To make a long story short, I live in a VERY small town in Utah. Since buying my home 2years ago, I have had problems with 1 person inparticular. She is the "Town Clerk". She has turned me into the "state" numerous times about my children (of course, when the "state" gets here, they find nothing wrong and actually told me they wish they weren't bothered by petty untruths). Anyway, the "state" showed up at my door on a Monday with accusations that have been made that were VERY similar to previous complaints.
My neighbor, whom we get along with very well, came to me last Friday and said he had gone to the town meeting and the town clerk had remarked about how she had received a verbal complaint about my dogs barking. My neighbor stood up for us and said it wasn't my dogs barking, but another neighbors' new dog. This past Thursday, my neighbor was asked by the town clerk to tell me to bring my trash can in from the street. Keep in mind, we live in a TOWN, not a gated community and we don't even fall under "city ordinances". Our town is only about 900 people and most are related. I feel I am being singled out and judged by people who don't know me! I have thought about sellling my home and moving SEVERAL times because I am so unhappy with the town. However, this is MY home, MY property, and I feel that nobody has the right to tell me how to live my life or how to raise my children.
Being as this was a town council member (clerk) that has been issuing these complaints, is there something I can do?? Something I can say? I feel that since she is the one "recording" the town meetings, she may have "omitted" the times my name was brought up. Should I go to these town meetings? And, should I be keeping a record of the complaints she files/says against me and my children?

(I have 5 kids, and they have been made "prisoners" of our home/yard due to this person..I have already re-homed one dog and had another put down) What can I do?? I am miserable!!What is the name of your state (only U.S. law)?
