What is the name of your state (only U.S. law)? Delaware

I live in a condo in Delaware. I pay $2700.00 condo fee per quarter. The association plows the snow and it blocks my main entrence. (with a 4foot+ wall of snow) as well as the entrence to my trash area and mailbox. All the above are considered common area. For the last two years, the council has said it is the owners responsibility to shovel the snow. Yet, in our by-laws, it says all common area is the responsibility of the association. What can I do?

Can I take this to small claims court? If so, who would I name as the defendent?
