What is the name of your state (only U.S. law)?

I am an American volunteer in Thailand and am encountering a complicated situation. An Nigerian girl moved to Thailand on a student visa unaware that she was pregnant. She has since had the baby, he is 5 months old and does not have a passport. Her visa expires soon, within days.

If she is needing to leave Thailand, could that baby go with her to Nigeria without a passport? She is desiring to give the child up for adoption. Nigerian mother born in Thailand, which country is he a citizen of? IF she does leave for her country and abandons her child here in Thailand, where does that leave the child? and with whom? Could someone from America adopt him? How? What does this mother need to do to start the adoption process to ensure the safety of this child and that her desire to see him in a loving suitable home is met?

Pretty desperate situation, needing quick advice for the sake of the future of the child. Thank you.
