What is the name of your state (only U.S. law)? OH

When I was 14 years old my grandfather passed away and I was the sole beneficiary in his will. Being underage anything that I would have been entitled to went to my father who disappeared shortly after that.

My mother received checks from the child support enforcement bureau until I was 16 or 17. Then as a lot of people will do he moved and changed jobs to avoid this.

I'm 29 now and I'm wondering if it's possible for me to pursue him for back child support or for the inheritance that I never had an opportunity to claim?

No, the statute of limitations is long passed.
Further, YOU are not entitled to the child support money. Your custodial parent was.
