The 6th amendment to the U.S. Constitution guarantees one charged with a crime a speedy trial. Just what does this mean? My friend was arrested in June of 1999, 21 months ago and still hasn't been tried.

The DA's office keeps postponing it. He did file a motion to dismiss based on constitutional issues which took 13 months for a decision to come down, this was at the district court level.

What are his options here? Can he file suit in Federal Court? Can he go directly to the State Supreme Court? (he's in ME) He's convenced they don't want to try him because they know there's not enough evidence to convict him and they fear a malicious prosecution/abuse of process law suit when he's found not guilty.

Suggestion on how to proceed appriciated.
