1. You can not.
2. Depends on the reasons and why the child would want to stay and not return the their parents. Also the country involved is important.

You can CO-sponsor someone if you're not a relative, if there is a sponsoring relative who doesn't have the resources to sponsor fully. By being the co-sponsor you still have 100% responsibility for the immigrant.

Yes that is correct.. you can co-sponsor from the financial side via the I864, but you can not directly sponsor someone.
